ニューヨーク州ユティカ・カレッジの東アジア史の特別専門教授および同校の歴史研究センターの所長。近代日本の歴史を研究、特に明治時代の産業技術と技術移転の歴史を専門としている。 主な著書に「Technology and the Culture of Progress in Meiji Japan (明治期日本の技術と進歩の文化）」、「Science, Technology, and Medicine in the Modern Japanese Empire（近代帝国日本の科学、技術、医療）」、「Strands of Modernization (近代化の潮流）」、「The Circulation of Technology and Business Practices in East Asia, 1850-1920　(東アジアにおける技術の流通とビジネスの実践　1850-1920)」等。
